Look in your baseoa folder, and open q3config.cfg. The command is: toggleconsole
Try binding it to a different key, and see if it works then.

Are you using windows or linux.

try here..
C:\Documents and Setting\username\Application Data\OpenArena\baseoa (win)
/home/.openarena/baseoa (linux?)

You should have a cfg file which includes these lines..

bind ~ "toggleconsole"
bind ` "toggleconsole"

It should be default so don't know if something else is wrong. Like SD said, try changing the ~ to another key.
Have no idea what ² <-- that is

I use a keyboard with a US layout. The character I use to enter the console is "`". It is located on the key above the tab key and to the left of the "1" key. It might be worth trying if you have that character on your keyboard. That character appears to share a key with "7" on a French AZERTY keyboard for instance.

Shift+Escape

Because of different keyboard layouts ioquake3 introduced the above keycombo that works on (almost) all keyboards. Then telling people how to open the console this should be standard answer as it has the highest possible probability of working.
