I wanted to Open the Consolboard but it didnt workd.. Then i tested it by a Friend on Windows and it Work.. So the Problem must be in the Mac Version of Open Arena.. I think all Mac Players wants to know why we cant open the Consol Board! Hope ill get Support.. To leave the console, you have to enter /toggleconsole

If neither ~ or Shift+Esc work you can bind another key in configuration file as Reuti suggested.
