It's not perma-ban based, it detects and kicks cheaters, repeated detection will result in a 2 hour ban, changing IPs won't help. Before I release it, I want to know whether the majority is for or against. If each voter casts a different number of votes, the results can become skewed or biased towards either positive or negative. As the results stood before I wrote this reply:

Choosing conflicting answers is detrimental. :( Ideally, the options could have been: Quote don't care allowing only one selection per voter.
