I just bought some cheap computer speakers (really my problem right there) because my old ones can't get loud enough. The new ones 'r nowhere near the amazing quality the old had and thus sound like crap.

My question is am I able to adjust the treble and bass of oa?

I'm using mac os 10.4. My high quality speakers don't have their own volume control, they can only be set by the system volume, and are powered by a "special hq speeker port" built into my imac. My crappy new ones have an external power supply, their own own volume control, and can get 4 times as loud, but are grainy sounding and don't have good bass.

I haven't got a mac, so I don't know exactly how to do it.

If you really want to, you could get some software equalizer/effects for any sound output.
In OA's case, that would work provided you manage to redirect OpenAL's sound to some sound layer to which you can add effects, like Jack.
But I'm not sure if your speakers lack bass, that adding some artificial one would help ...
