Yes

Alt-Enter is the hotkey, but if that doesn't wokr, go into the video section in the options and turn Fullscreen off.

also, if you want to do something with another program, but you don't want to exit openarena you can go into window mode then bring down the console (normally with the ` key, below escape) and the mouse is then free to select other programs.

You will find that the AltGr + ^ (tilde) followed by space will allow you to get out of windowed mode (freeing the mouse) when the ` key wont work.
