I did that some time ago, but I didn't test with big files yet. According to phpinfo the size limit is 128MB so that would be more than enough.
http://openarena.tuxfamily.org/upload/Any OA mapper/contributor might use it, including giving sources or anything which is necessary.
I haven't thought yet of how I'll organize and sort files once they are uploaded, I'm open to suggestions.
