It's regular some players don't even care about leaving when they don't play.
There is no necessarily free slots in spectators, but server admins could take care of this by increasing the slots, and limit maximum ingame players on the other side.

Goal is to have a gentle solution to make non-playing players not to screw up teams.

Note: I haven't checked which cvar makes people drop when inactive.

I don't know why you would want to do this (if they don't even care enough to disconnect you shouldn't waste bandwidth and slots on them, they can reconnect if they want to play or chat), but it wouldn't hurt to be an optional feature of course.

You're right, my point may have been going to spec does not make you lose the heat of the battle, then you come back more easily, since if the player didn't care to leave that could mean he was intending to come back.
