Which version of OpenArena are you using?
This one:
https://play.google.com/store/apps/details?id=ws.openarena.sdl
at the moment, connects to some Android-specific OpenArena servers, while the "OpenMisery" version (you can find the link in the description of the main Android app) connects to standard (PC) OA servers instead. I don't know if in future both versions may be fused into one (asking for which servers to search for).

I don't know about the other Android apps that can run OpenArena (Zeus Arena, QIII4A), but I can guess they connect to standard PC servers.

At the moment, I don't see "ouya" in descriptions of current OA PC servers.

However, an OpenArena port of Ouya IS under development: http://openarena.ws/board/index.php?topic=4822.0 (I'm not sure if that use Android servers, PC servers, or both). Maybe you found some test server that "gamesboro" or "pelya" (users working on that port) were temporarily using?
