How can you unlock admin options in menu like add bots if you know rcon password?

There isn't a menu for that, it is all CLI based.

no this only works if you host the game.
if you have rcon access to the server, connect as a player then open the console
type:
/rcon [password] [command]
ex:
/rcon 12345 cp You Suckers
