when i connect to this certain servers i was seem to get high ping: cat-mad-du,Beer+Garden,Ruds Rails and Old farts Arena (Excessiveplus) i was wonderin can i get lower ping on a server by typing in commands on the console

Maybe it is your geographical location. Ping grown with the distance and the number of routers the data have to travel trough.

I cannot get a good ping on the servers outside Europe.

The Intercontinental lines are generally not well suited for gaming.

/cl_maxpackets 125 is better bcuz it's smoother in combinationg with maxFPS 125 ;-)

Have a look at this topic. The /rate and /cl_maxpackets are both dependent on your current connection. Using the /snaps will provide you with a smoother experience if the server allows that setting to be changed, a key value for this is /snaps 40 (the amount of that the server sends out). When it comes to that /rate and /cl_maxpackets, use the /cg_lagometer 1 to determine what the best configuration for you is, for more information about how to read it, check this article.

/cl_timenudge -20

Is only useful if your ping averages around 40, this should be set at the inverse of half your average ping (e.g. your average ping is 200 = /cl_timenudge -100).

[edit] For masochists:  set cl_timenudge to 1000 and enjoy the lag
