OK, how possible is it for someone to create a program to make quake 3 or OA maps with simple interface like thw warcraft III map maker thing (i know im WAY off but if you catch my drift) because using blender can be EXTREMELY hard

Most Q3 mappers don't use Blender. Here is the documentation, have fun ! On the picture it is written ps37ctf but I guess this is a mistake and the map has to be an oa_dm5 remake.

this just shows me that making a map is a bigger pain in the @ss then I thought and I will probly never try it. also make me really appreciate fromhell and all the other map makers out there. You guys are the best

It's not too bad, actually. If you have time and patience, you can lock yourself up with XXX-radiant for a week and come up with something usable. Or at least learn enough to try your hand at fixing some bugs, or doing some basic retexturing.
Making really good maps, though, is an art. Especially in terms of gameplay. Being a good mapper takes experience.
