There is not one file with the complete source code. The code is split in two. One part for the engine and one for the gamecode (mod).

OpenArena 0.8.5 are based on these files:
Gamecode: http://files.poulsander.com/~poul19/public_files/oa/dev085/openarena-modSDK-0.8.5-6.tar.bz2
Engine: http://files.poulsander.com/~poul19/public_files/oa/dev081/openarena-engine-bin-0.8.x-13.zip

Updated files will be released very soon with OA 0.8.8.

Sago, the engine file you linked seems the one of the binary, not the sources. Maybe you intended to post this one instead?

I don't know (wait for Sago). I simply want to say that you can start from 085 game code for your tests, but it's advisable to start from 088 code (upcoming release), when it's available, for creating your real mod (this way, it will include fixes introduced with 088).
