Any suggestions to lower it? It gets really laggy in large ctf games, for example, where 500-600 ping is common. In other games, it usually goes from 150-200.

Go to forum index, and search for "ping".
You're right, your ping should be < 200, unless you have a bad ISP.

Telus High Speed Internet ^_^

It hasn't been really doing that lately, the max I've seen it is 300, but thats rarely. So far I'm around 120-160 now.

it should decrease it by 10-20

Snapshots is only maximized once the hosting server has set a variable for it though.
