1. How can I show UPSs on my HUD?
2. How could I bind specific word I would like to say? So I can quickly I don't know shout (with letters) some taunt at my co-players

for '2': in the console or in a config file you have to write "/bind <key> <command>".
If you want to say "prout" when you press the letter "p": /bind p say prout

for co-players it's say_team

I'm not sure about speed but you can try /cg_dr then hit tab for options. I think it might be cg_drawspeed.

I didn't find command say. I was looking for talk or something like that. cg_drawspeed is correct to.

    (regular chat)
  • say_team
    (chat for your team only)
  • tell_attacker
    (in the upper-right corner, the person shooting you)
  • tell_target
    (in the center, the person you're targeting)
  • tell
    (don't bind; you must use client numbers)

\bind i say "nice one"
\bind n say_team "incoming"
\bind j tell_attacker "I can read your mind, and you should be ashamed of yourself."

How can I talk to a specific player using his nick?

And to show speed: /cg_showspeed <value>
<value>=0 - Shockingly, speed not shown
<value>=1 - shown at the top right corner
<value>=2 - shown in the center, below the cursor

/tell [client number]

client number is shown when you do /status .. if that doesnt work try /players or /playerlist - you can also use client name I think.
