Does anyone know if there's a particle editor for q3? Also, is it possible to use particles instead of textures in bullet hit effects and so on?

There isn't, because there is no real true scripted particle system.  All 'particle' effects are just local entities in cgame which is very inefficient.

Also , although there is a 'particle editor' for q3, it's really just a bunch of shaders with deformVertex move for mappers to use - also not real particles.

Freebrief Particle Studio appears to be the aforementioned editor.
