A guy telled me he uses both Win98 and WinXP (but he plays in Win98 due to resource saving, he has an old computer) and he has installed sago007's patch.

He doesn't see any servers in Win98, but he sees them in WinXP. He played well with 0.7.7 version, and tried with different network values in both systems in order to find the cause, and nothing works at all. :/

What can he do?

Well he could report the bug to Sago007, to get it resolved.
And then remove the patch. As the patch is unofficial & still in testing he should really only install it if he wishes to help in the bug testing.

Progress of OA3 currently occurs behind closed doors alone

I've tested OA in another computer which had OA0.8.0 without patch. It seems like, for some reason, at the startup of the game it changes the values of net_enabled cvar to 11 or 9, despite if I modify q3config.cfg or made a custom default.cfg which contains the file default.cfg.

Curiously, in Windows98SE, OpenArena not find servers, but if I enter a specific server, entering its URL, can play networked.

so
1) you can't get the server list from the master server
or
2) you can't resolve the domains
or
3) ...
IIRC correctly ioq3 has some features that wont work on non NT windows

But, why the value of net_enabled is changed to something out of the supposed range (between 0-3) and isn't receiving the right one?
