Does OA need a launcher? I was thinking of more 1995-98ish feel, with a small 400x300 dialog window maximum, and having it tabbed, maybe using qt.

1st tab - logo image, "Play", "Help", "Site" and "Quit" buttons
2nd tab - Simplized video settings with resolution, custom resolution, fullscreen or windowed (I know it can be setup within options menu, but this is for if the config is stuck on some broken setting)
3rd tab - Audio settings, toggling OpenAL, changing sound frequency, changing mixahead. The hunk/zone settings are also in this tab
4th tab - Installed mod list. Maybe develop a mod getter here? :S
5th tab - Server list?
6th tab - About tab, with copyright information

The benefit of a launcher would be especially good for those installing this game from the repository where a link to the program is made, simplifying the configuration and start up of OpenArena.

Only if it would shorten the amount of time it takes to do things, like main menu -> multiplayer -> fight shouldn't take any longer. Otherwise the change wouldn't be worth it, IMO.

It would be useful for the people who dont know all the fancy console commands (rate, maxpackets and snaps must be here then).

I have written a small server browser in Python which uses GTK (and glade). It would be pretty easy to add the features you mentioned.
