Mostly servers I have played at, I made this mostly for myself, but thought I'd share in case others play at these servers.
If you put q3plug in your browser, (link on the page) you can view and connect to the servers from it.

Personally I use Xqf on linux -> http://www.linuxgames.com/xqf/index.shtml ... the latest svn version has introduced OpenArena support , but there's no binary version based on the latest sources : u have to checkout the sources and compile by yourself. ( At least I can provide an updated .deb if anyone is interested )

I found a projects called Monster Browser for windows -> http://monsterbrowser.googlepages.com/ , but I don't know if OpenArena support is present or it could be added with a hack ( like in the stable binary xqf version ) by adding the address of the OA master server.
