Any time I change the settings pertaining to video/display stuff, the changes never stick. I can change everything, go back, go into the menu again, and everything will still be default. This only seems to happen with the "System" menu and it's submenus.

Also, 50% of the time, OpenArena just changes my resolution, changes my brightness, locks up my computer, and doesn't launch...

But, some or all of the problems I'm having could have to do with my distro. It is a test release after all.

Out of curiosity which video driver are you using?

I had this problem with with the nvidia 86xx driver, the workaround I used was to force software mode in the r_lastValidRenderer line of the config.

Other than that I'd say that is the reason why people shouldn't use a testing branch of a distribution for daily use.  If you need an updated package it is always better to backport it to the stable branch then upgrade everything and risk breakage.
