Grappling Hook at start?

We just set up an OA server and were wondering if you could set something up in the cfg's to enable the grappling hook at game start. I know you can do sv_cheats 1 and /give grappling hook but we had trouble getting that to work. Something about sv_cheats being read only or something.

Start maps with devmap instead of map to enable sv_cheats. oa_ctf4ish gives you shotgun on spawn but I'd have to look into Q3 code to find out if you can do it by some cvar from server.cfg.
