Missionpack has a voice command feature, but it's restricted to male1-5/female1-5, and loads all of them at load time.
I was thinking something like a client-selectable voice set that has deferred loading?

I don't know, I'm not very familiar with Missonpack stuff. I don't know how that feature works exactly.
