It is trying to read its preference file in root's home directory when it should be searching your user's home directory.  Are you trying to run it as root or as a user?

You do realize there are security risks involved in that (GtkRadiant is a networked ap, 1.4 is compiled against a version of libjpeg with known security flaws, with surprisingly little effort someone could gain complete control of your system, etc.).

Run it as user, if your system is set up properly, root will not be able to access X.

Need a little more info:

glibc version?
libgtk version? (1.4 requires libgtk 1.2,).

If all else fails you can check out radiant 1.5 from id's svn and build the latest version from source: https://zerowing.idsoftware.com/svn/radiant/GtkRadiant/
The only real drawback to 1.5 is the lack of gensurf and a butt load of dependencies.

Ingar has made decent Linux builds of 1.5 here
